Community Assistance Program (CAP)

Funded from the Bank’s retained earnings, this program offers grant financing to support the implementation of projects sponsored by public entities in all environmental sectors eligible for NADB financing.

The objective of the program is to support the implementation of critical environmental infrastructure projects for sponsors with limited capacity to incur debt. The program is designed to serve low-income communities in the border region. Priority is given to drinking water, wastewater, water conservation and solid waste projects. Projects that receive a grant through the Border Environment Infrastructure Fund (BEIF) are NOT eligible for CAP funding.
